UPDATE 2020:

I think I mentioned in one of the other blog posts, but in some early draft for this story arc, Jesse was going to be a main villain adding fuel to the fire of political discourse that was ripping Easton apart. I had ultimately decided there was enough going on without his direct influence on main events.

But hey, maybe he was influencing things and we just don’t see it? I’ll just make it clear he was present through all of things and let you guys decide what role he played.
